Non function item delivered to me

I bought 4 port USB hub from www.dealncr.com but i got non functioning 4 port USB hub. I complain online for this item on dealncr.com but i got reply after 2 days from dealncr support team that if item is not working then we will send you new one but after they dont send me new one and dont giving me reply of my last two email.
