Not deliver at time

Sir, i hava gas no 10503 in alwar city (Rajasthan), i have gas booked on 16-November but till date 8-December i have not received gas. When we talk to him they make excuse that " no body at home and you don't have empty cylinder that time, i am sick of these things so please help me these type of problem.
