Digging for Pipe line

A Contractor has started digging the lane behind Womens College, Isamiya Bazar, for laying of pipe line from the 18th January. The contractor has dug up the whole road without bothering to close the previous manholes and inconveniencing the residents as well as the traffic. Will the municipality or the Water Works Department speed up the work & bring it the same position what it was before 18th of December.
