Delaying on refund of course fee

Sir/madam

my name is alien dungdung. I have take admission in interscience institute of management and technology, (IIMT), bhubaneswar in the PGDM course approved by AICTE. Now, I want to leave the college and I have already given a written application to college for refund of fee that I have deposited Rs. 2, 10, 000/- in college as course fee. But, college management and chairman telling me it would take minimum 2 month to refund but I can't wait because I have to take admission in another with that given amount.

please, help me to refund the fee from college and guide me what kind of action I should take against the institute.
