Efuse to refund Fees

Hi sir,

I have taken admission in a computer institute to get CCC direct certificate. But on the day on which i submit fees, that day in evening i came to know that in govt. jobs only ccc certificate from doeacc is compulsory.so, i requested him to cancel my registration and told to refund.but they refused and said me that their institute is Govt. registred.they shows me the document that his certificate is valid for govt. recruitment.but if i dont want to get certificate from there... can i complain in consumer forum to get my refund...???
