Harassment by deale

I bought a exide battery 5L-B, SR NO.- 112106 for my scooty on 15.04.2011 BILL NO-7325 from dealer hina batteries, O/2 Link Road Rajendra Market sector-28 faridabad, Haryana. Now battery is not working properly.

as per warranty card battery is in warranty. When I went to dealer he is asking me for rs. 200/- extra for checking/ charging. This is totally harassment. What Action should be take. Please advice.
