Losing money wthout connecting phone

I lost money many times while miscalling to china frm idea sim card, but ddnt get the calls in china not he done any divert set up in his mobil, 4 times they refund me back, 5 times not in that 2 times call summary take more than 5 sec, in their option no refund if time more than 5 sec, but in my last cal it tak only 1 sec but they r not ready to refund me back, so i m too worry now i ddnt miscal frm my cell.all its cheating me, i asked them if there is any prblm 4 china connection they replied not at all.
