Excess Charges in Telephone Bill

I'm M. Balasubramanian of the Consumer of Airtel since 2002 and my telephone No. 0431 4030767. I have shifted my residence from Ammayappa Nagar to Canara Bank Colony effective from 2nd February, which the information was give through letter on 28th January (to Thillainagar Airtel Office) with a request to shift my above telephone from the above date of 2.2.2011. But after several request over phone as well as in person to Thillainagar office the connection was actived only on 12.2.2011. But I have received the tele phone bill for the whole mpnth which should be only for 20 days, since I have not used from 2/2 to 11/2 due to their non activation. Similarly one charge was made for Rs.110/- stating as Premium Number, which the details were also not given, since for the past 8 years I am not using any extra numbers as mentined the Premium Number.
