Refusal of giving Bill since 01 Month

I have purchase a dongal No 92561-94227 of Tata Photon Whizz in the month of Jun from the dealer of Tata Poton Whizz situated at Phowara Chowk near Archies, Kapurthala. The mobile No of head is 98140-65202. I gave him Rs.2100/-. The Head of shop cleared me that this dongal has high speed that is why it is costly. He did not gave me bill asking that it will come from Head Office, Chandigarh. I approach him a numbers of time for bill. After 10 days the dongal was disconnected. I again visited the office he replied me that your ID was lost anywhere please submit me your ID proof again. I again submitted my ID Proof. It was activated after seven days after submitting the ID proof for the reasons best known to him. Now the speed of dongal is very slow. I am a student of Unviersity and the requirement of dongal is very much needed with high speed. I am suffering much. Due to the non cooperation of dealer of Tata Photon Whizz I am loosing my precious time. Sir please it may be sorted out at the earliest possible. As the dealer is not giving me bill of Payment I have made to him nor the dongal is working properly or they should refund my money so I can purchase new dongal for my purpose. Sir I am a student and the earning hand is only my mother. So I cannot spent more money on it.
