Non refund of online recharge amount

I have made an online recharge on 14th of June and 19th of june of Rs.999 each time but my transaction was not completed but the amount was been deducted from my bank account. I made a complain to the MTS and they gave me a Complain No. jun/5242 and jun/4009. After that they told me that my amount will be credited to my Account within 15 working days. From then I am continuously in touch with MTS executives and every time they are providing me new complain no and new promises is been made. Now it has been more than a month I am still not getting any proper reply /solution from MTS. I am very much dissapointed with MTS services as well as it is much difficult for me to track them regularly. kindly look after this matter asap, I want some actions to be taken immediatly.
