Non Fulfilment of Commitment - Loss occure due to that

I had applied for a new Airtel Broadband connection on 3rd June. The vendor has given me the assurance of fixing the connection by 4th june but till now i have not got the connection. Also the technical guy which came to my place told me that the connection is not possible since the availability is not present in that area. Now Airtel is not refunding my money and saying that it will take 21 working days to refund my money
