Transaction failed but amount debited

Dear Sir,

I have saving bank account no. 13699 at Indian Overseas Bank at NHPC, Sector-33 branch, Faridabad. On 01/07, I tried to withdraw Rs. 1000 from ATM no. NA170021 at Sarita vihar, New Delhi twice, but the transaction failed both the time with error ' The transaction cannot be completed now'. When I used another nearby ATM of IDBI bank, I was surprised to see that for both the attempts at OBC ATM no. NA170021, Rs. 1000 plus transaction charges of Rs. 20 have been debited from my account, thus incurring on me a total loss of Rs. 2040.Transaction detail in my account statement is -BAN-NFS001166O080701-15010136991 for Rs. 1000 and GAN-NFS001166O080701-15010136991 for Rs. 20 (two times).

Next day I informed my bank at Faridabad about the same and submitted an online complaint at Indian Overseas Bank website. I received a reply by e-mail that my complaint has been forwarded to the concerned bank. But for next three days, there was no response from anywhere.

On 5th July, I received a reply from Oriental Bank of Commerce RO New Delhi in which i was told to contact the Indian Overseas Bank at NHPC, Sector-33 branch, Faridabad and fillup the charge back form to claim the amount.

Accordingly, I contacted my bank on 07.07.2008 and asked for Charge back form. I was told that there is no such form available with the bank. I was asked to submit a written application on submission of which an e-mail will be sent to the concerned bank. I immidiately submitted the application.

Now it is 9th July, but there is no response from any where.

The problem was with ATM of Oriental Bank of Commerce, so it is not understandable why i am told to contact my branch. Instead of checking the functioning of thier own ATM and correcting thier own fault they are passing everything on me and telling me to contact my branch. then only they can initiate any action.

I have sent a reminder mail to OBC on 08.07. but they are still silent. I have completely lost faith in OBC ATMs

It is requested to kindly takeup the matter with Oriental bank of Commerce and get my amount of Rs. 2040 recovered.
