Faulty Meter and dada giri

I take a rickshaw everyday from my home at Ghatkopar East to my office at Andheri Chakala... on 10th August I hired a rickshaw MH 03 - R - 6494. from office to home at around 4.20 pm. Traffic at this time is really low. I have an estimate of the figure that the meter reads at main junctions during the journey because I have been travelling for almost a year and a half every day. At peak traffic between Chakala and Sakinaka it would read somewhere between 2.30 to 2.70 on the meter. On this day inspite of no traffic, it read 3.00 on the meter which is seven rupees above average. I would have thought a 2.00 should have been the case as the traffic was extremely less. I told the driver then that I think his Meter is faulty, but he didnt respond. usually rickshaw walas know if their meter reads less or more. In cases where the meter reads less I usually give the normal fare to the rickshaw driver. I assumed that the guy know the problem with his meter and he would charge me appropriately on reaching my destination.By the time i reached home it showed. 7.40 on the meter. This is never the case even in Peak traffic. I tried to make sense with him but he refused to budge.. Did dadagiri and spoke very rudely. Ultimately I had to pay the price on the faulty meter. But I do not want other people to get cheated by this rickshaw driver. What can I do to see that he doesnt cheat other people?
