RC BOOK NOT RECEIVED

I purchased my Two Wheeler on 21/01 but still i not received RC book from Seller. I paid all money in Cash to vendor including RTO registration Charges. I have the evidence for the same like invoice & Cash Received Receipt. Now i have to renew my insurance policy and they required RC book copy. How can i get this. I am From Baroda. my M.
