Sud: Refund not received till date fro Reliance Power IPO.

I had applied for Reliance Power shares in “Retail category” and order book copy of ICICIDirect is attached, along with mail reply from ICICI Direct for information.
I am allotted 16 shares, but balance amount is not received to me either through corporate action or through cheque. I am in urgent need of money, and as per SEBI guidelines I should have got my money back before shares are listed.
Before I take any legal damaging action I may be refunded my amount with penalty of 3% per month.
