BSNl Cellone division (Karnataka)

I had surrendered sim card on April 4. My cell number was 9448047745. I want to get the security refund & rest of the balance back at the earliest possible. I had called the customer care in oct nothing happpened & now that no. does not exist anymore. Pl help.
