Overcharging the Custome

I wanted to purchase the Smart TAG, but it seems that Delhi-Gurgaon Expressway Company has changed lot of rules. Earlier TAG fees was refundable, now it is a one-time fees. Secondly, now the 50%discount is just not available for any customer. The clause stating that people staying in 3km radius can avail the Rs 540 recharge option is just not a proper one. Very few houses come in that radius and therefore there would be no one to purchase that smart tag option. I wanted to speak to one of their managers, but i was denied.

Earlier they were delaying the smart tags, so that we the people who need to use this road everyday, have to pay 36 Rs everyday and they save on the 50% discount. When they came with the TAGs, then they have put this clause.

This company is just not working for Indians, but is looting money from customers.

Can someone please help me out, what should be done in this case?
