Delay in withdrawal from PPF account

Dear Madam/Sir,

I have a PPF account with the Bolpur Post Office (PIN - 731204). in the mid of May, I needed some money. Accordingly, i applied on 18.05.2009. From then on, every alternative day i enquired over telephone to the said post office. Even i enquired to the District head post office Suri where i talked to the Deputy Post master (As the post master was on leave for a fortnight or more), the account section, the PPF section and others repeatedly. After a long delay and harrassment the said post office handed over a cheque as late as on 17.06.2009. I submitted the cheque to my bank account on 19.06. and that is yet to be encashed.

Is this the way of dealing with the people hard earned money?

Hence my earnest request - either make arrangement for quick withdrawal system or instruct me the procedure for closing my account so that i am relieved from further harrassment in future.
