Huge Delay in Cheque clearance by Electricity department

The payment made of electricity bill in time through cheque but the cheque is not clear within week by electricity department. It is clear by bank after 4-5 month. I want to clear my cheque within one week.

Please do the needful. Each and every time we are facing this problem.
