Electricity bill

I have already paid all my electricity dues till dec 09.

There was a cheque to electricity department which got bounced, I have paid the penalty of Rs. 300 and electricity charges of that month. But still the department is following up for the penalty which they say is Rs 700.

I can settle down the things from my end but I want that the electricity department should pay compensation for troubling time and again for the penalty which I have already paid
