Unfair Electricity bill

Respected Sirs,

I would humbly request your good selves to register my following complaint against the Kanpur Electricity Supply Company's (commonly addressed as KESA) Kakadeo office.

Sir, we took on rent basis shop no. 5 of 'Vishambar Dham' (new building), 117/N/52, Kakadeo, Kanpur, with effect from 01.04.2005 till 31.07.2005 (for 4 months) from Mr Anu Khandelwal, son of Mr Vishambhar Khandelwal (Address-Agra sweet house, Main road Kakadeo Kanpur), for running a trading business whose proprietor is my wife Mrs Sarita More by name and vacated the premises on 31.07.2005 on his request as he wanted to sell his property to a doctor. We had paid the rent without any default, as per rent receipt which is available and no complaints from their end till date.(Thereafter we are in another shop on rent basis in the same locality since 01.08.2005 from the same owners and no problem regarding rent and electricity bills payment has arisen although the electricity meter is in the name of the owner, being regularly paid by us.)

During that period the Electricity meter was newly put but we do not really remember how it is in my wife's name. As we surprisingly received a hefty Electricity bill of Rs 148573/-(Rupees One Lakh Fourtyeight Thousand five hundred and seventy three only) dated 12.03.2010 on 12th March'10 although we have not owned that shop neither used it since then. This is the first bill since.

We do not exactly know how many hands that property has exchanged after we left it on 31.07.2005.However it was being used for a lot of time by some doctor and after that it has been sold again as we understand. However, we had no business to know that also because we are engaged in our own works and quite engrossed and busy.

Sir, we are really taken by surprise on receiving the Electricity bill now after almost 5 years although we are not the owners of that property neither are we using the same by any means and were only tenants for the above mentioned period. In my opinion whoever owned the shop during this period should have paid the etectricity bills till now and this matter should not have come to us.

The name appearing on the bill is Sarita Maurya, RK Maurya, 117/N/52, shp no 5, Avon MKT, Pandu Nagar Kanpur. Sir, firstly if we see our sirname wrongly spelt somewhere we would first correct it. I do not understand how this has happened and HOW THIS BILL HAS COME TO US AFTER 5 YEARS? As we cannot pay such a hefty bill for a electricity meter which appears in my wife's name wrongly spelt as mentioned above, and serving the premises which we long left and used only for 4 months by us and owned by someone else whom we do not know. In fact I am surprised that KESA should have but did not cancell the meter till 12.03.10.This hefty bill might have been the result of many years misuse by the owners etc. which should have been curbed long back by KESA authorities by way of cancellation of the meter. The responsible persons who did not take timely action are to be blamed because the above amount appears to have accumulated after years of misuse. And now trying to play a blame game by sending the bill to us and holding us as the owners of the meter which we are actually not. The owner of the premises has to own the electricity meter of that premises as well. He cannot be absolved from his responsibility which is totally his for paying the electric bills directly or should recover from his tenants directly.

How can we as past tenants be held responsible that too after 5 years to own the meter when we do not own the premises? This is commonsence.

I appeal to you for all the help to me to come out of this payment problem which is not at all mine. Rather the present owner of the shop should be held responsible and must help locate the earlier owners and tenants who have consumed the electricity without the necessary bill payments and KESA should recover the necessary amount from them.

KESA should understand our plight and leave us for our works and cancell the meter immediately and recover the amount from the real culprits. My wife and I are not payment defaulters anywhere and hence request your full support in resolving this issue completely by way of cancellation of our names as owner of the said electricity meters (wrongly) and recovery of the dues not from us.

In this regard I met Mr Vedpraksh, SDO of KESA, Kakadev, who said that a new meter might have been installed at the same address and this one may have been kept unused by the owner/tenant. How can KESA authorities install another meter at the same address if the earlier one remains unpaid for so long.

Sir, surely there is some foulplay and we are being unnecessarily being put into this meter payment problem for which my earnest appeal to you to help us and bail us out as we cannot pay such an hefy amount for no fault of ours.
