Misbehaviour and refuse to book cylinde

I am the domestic gas consumer of indane at EMKAY GAS SERVICE ANAND

I booked my bottle on 10/08/09 and it delivered me on dated 19/08 with such delay when again I booked for next month on dated 3/09/09 they refused to book my cylinder and replied that you are delivered cylinder on date 19/08/09 and before 21 days we cannot book any cylinder it is rule of INDANE gas .. is it so?? Because as far as my knowledge is concern there is not such a rule when I ask them for rule circular or any rule book they refuse to give me and instead they say go to supply office and ask them for rules.. If this is a rule why don’t they have any circular??

Also he (booking clerk/one person sitting there) told me that “DON’T WASTE MY TIME I ALREADY TOLD YOU THAT THIS IS A RULE OF GOVERNMENT ” IS this a way to treat consumer?? And if the consumer wasting his time they has no right to have/run a gas agency. His behavior is like he is owner of indane gas and I am bagger is it the way to talk with consumers of indane gas??

And also they delivered cylinder on 19/08/09 with delay of apx 10 days so is it our fault?? If such rule is there they should count from date of booking because it is their fault for late delivery of cylinder

They never mention the date of delivery on the cash memo/bill provided to consumer they say it is not possible for us to do such silly things is it so?? Then who is responsible for misuse of Domestic LPG cylinder misuse or how one know his cylinder would sold to other in such delay period.

Also the person who deliver a bottle never ask for the book (domestic gas consumer card) also the person at the gas agency told me that it is your / consumer’s responsibility to fill it is it so?? This is the responsibility of agency to ask the consumer for book to avoid miss delivery or misuse issues.

Also the emkay gas agency person told me that the rule says that one consumer can only gets 11 bottle per year.. is there such rules are there?? If so then provide me the rule book because they don’t have it.

Please take strict action against EMKAY GAS AGENCY – ANAND, GUJARAT so that they never repeat the same mistakes again and again..
