DOOR TO DOOR GARBAGE PICKING

Door to door garbage picker, in this colony (azizbagh, tolichowki, Hyderabad:500008).despite asking him

several times, comes only on alternate days AND NOT EVERYDAY and sometimes on the third day..He is so arrogant that he says "go and complain I will come only on alternate days". Kindly take appropriate action.
