Stamp duty evasion by earlier owne

Sir,

I have paid my stamp duty at the time of purchase of flat. I would like to know why the Governemnt is penalisng me for not payaing the stamp duty by the prevoius owners of the falt? If 4 transactions took place prior to my purchase of my flat, I need to pay 4 times of stamp duty on account of previous 4 occupannts for no fault of me. If it is yes, it is not fare.
