Wrong amount dispatched in ATM

I have given the request to widraw 1000/Rs. from HDFC ATM (By using Kotak ATM card) on 6th Oct 09 time 7:42AM but ATM out put is 600/Rs. only. I have same shown to security gard available at ATM and also wright a note in complaint register as well as i have also launch a complaint to Kotak bank customer care (complaint no. I_210839495). till now i have not receive 400/Rs. back and also Kotak people saying this is not our ATM we can't do any thing. please suggest what i need to do next.
