IPIN not delivered

I had applied for IPIN from the bank. On 20-11 SMS was sent to me that same has been sent through PAFEX courier wide airway bill no; 602242270 after not receiving it, I checked the status from the site of PAFEX ON 25-11. The result was delivered on 21-11 at 4.00pm. I mailed a complaint to HDFC Bank on the same day (25-11) at 5.30pm asking for enquiring from the PAFEX where they have delivered the courier. The reply of the Bank is surprising instead of taking courier co. to task they advised me to apply for new IPIN.How they assure same thing will not be repeated
