Closure / Settlement of Credit Card

Hi,

I tried enormous times to close / settle the credit card thro the collection guys every one gives ve reply till they collect min. amount due and then turns up..

Please let me know who can i approach for a safe closure to get rid of all these head aches.. and even not to be listed in CRISIL ratings.. got fed up with these credit cards ...!!
