Ack wheel problem

I have brought hero honda splender plus (black colour bike . vbk bearing engine no. HA10EA8GG01045, chassis no. MBLHA10EJ8GG07333) from sahib motors panipat, 4 month back. Its back wheel is bubbling . i complaint about this to the dealer, they checked it around 17 time, but nothing happend. it is still bubbling. and the dealer is not listening any thing. kindly help me in this regard so that i can use my bike convently.
