Compulsary giving gas burner with LPG gas connection

Hi,

I want to apply for new LPG gas connection in

SOHAM GAS SERVICES

UTHALSAR NAKA

THANE (W) THANE

MAHARASHTRA

I need only LPG gas connection but they are giving new connection only with the new Gas burner which I don't want. Is it compulsary to take new gas burner with every connection? If not please give me the reference of law or someone who can help me getting the connection.
