Fooling customers while giving petrol

This is regarding IBP petrol pump goof up while giving petrol, location of petrol pump is IBP petrol pump, Sarjapur road, Near Agra bust stop, Bangalore, Karnataka.

I stopped my bike at IBP petrol pump this afternoon while going to office, my fuel indicator was completely down. I decided to take petrol for Rs 200, while doing so normally the indicator goes upto 50%. There were 2 guys at the petrol pump, one who was filling and other taking money. The customer just before me took petrol for Rs 100 and went, just when I stepped in near the machine they asked me how much petrol do I need. I gave my credit card to the other person and asked petrol for Rs 200. After I opened my petrol tank same guy asked me is it a debit or a credit card (just to keep my attention towards him when the other guy already started filling the petrol). When I turned my head towards the filling meter, I saw it was already filled for Rs 200. I doubt whether he had started it from 0 or Rs 100. When I checked my bike's fuel indicator it did not go up above 25%. I asked those guys whether they have really filled it for 200, they said yes and started arguing with me in their local language which I don't understand. I saw a note written on their filling machine "for complaints pls call: 9980989949". I was getting late for office so I left that place and decided I would call that number once I reach office, I did the same but as expected that number doesn't exist. I was helpless, I don't know what to do now, there was no owner or manager at that petrol pump who I could have talked to, there is no point talking to those filling guys who would not understand my language. I also don't have any proof apart from that credit card receipt of 200 Rs. I am open to suggestions, I can fight for it.
