Credit Card Wrong Dispatch

I had applied for the ICICI bank credit card. But to my dismay, the company delivered the card on a wrong address to a wrong person without any proper verification. Now, this guy took advantage of the situation and made transactions worth Rs. 85000/- through the card. When, ICICI bank called me for confirmation regarding transactions, I said that I haven't received the card yet and there is no question of transactions through it. But, I was shocked when I got a card statement from the bank mentioning the transactions.

I lodged an official dispute with the bank. And I was surprised when I heard the bank's hearing after 45 days, stating that the Card is your personal responsibility and you need to take care of it. How would I take care of a card which was never delivered to me?

I have also given the courier details to the bank which clearly states that the card was delivered on a wrong address. But, the bank is not at all bothered to have a look at the complaint. I have also lodged a complaint against the bank through CORE. NIC, but the bank is not ready to budge. They don't even mark a copy to the consumer forum while replying to my complaints.

I am shocked and amazed with the way bank is handling the case. It is not bothered to even question the guy who has received the card and made the transactions. Instead the bank, traumatizes me with the reminders for making the payments.

I am really clueless how to take the case forward. Please suggest to handle the bank's menace.
