Call centre system down

I have been calling the ICICI call centre for the details of my credit card which i need to discuss with the phone banking officer. Every time, they are telling that the system is down so that they are unable to call me. It takes about 10 mintutes to reach the phone banking officer and then they say that they are unable to help us. What a useless system.. If the system is down then they should inform immediately when the phone connects to them rather than wasting our time.

Also the system of redemption of reward points is very confusing and un clear.
