Incorrect chargeback from ICICI bank

I want to register a complaint against ICICI bank credit card department with the following explanation:

1) On 18/11/08, I had paid United airlines the necessary fees using my ANZ bank visa card for them to issue me an air ticket booked using my frequent flyer miles. Earlier, I had tried to pay this charge using my ICICI credit card, but when United informed me that the charge with ICICI didn't go through, I paid the same using ANZ visa card.

2) However, what happened was that United ended up charging me the same amount on ICICI card as well as on ANZ card. Thus, there was a DOUBLE billing for the same single charge. Since, the ANZ card was a debit car, the money was instantly taken away from my account and so, I contacted United and epxlained them about the double billing. However, United didn't respond and so, I had to contact ICICI to get the double billing charge reversed.

3) I had contacted ICICI back in December, provided them all the necessary documents about double billing and they eventually credited my account in late Jan. 2008. They mentioned that it can take upto 90 days for them to investigate the case after which the credit may be permanent if merchant (i.e, United) didn't provide proof on how the charge was valid. Even after the end of April there was no explanation either from ICICI or United and so, the credit posted by ICICI to my account in Jan was deemed permanent and mattter was closed.

4) However, to my surprise, ICICI re-charged the amount back to my account on 15/09/09, i.e., after 270 days, without any proper explanation. After several communications that failed to explain them that this was incorrect, they sent me some form of document from United, which was INCORRECT. I brought this to their notice at least 10 times an sent them the proof of DOUBLE billing, which they purposefully didn't acknowledge and kept replying me that the matter was resolved in bank's favour...

5) What ICICI has done is against visa laws which states that disputed transactions need to be resolved within 90 days. Also, they re-charged my account after 270 days of initial credit without providing correct proof and dis-regarding the evidence that I sent from my side. All my telephonic calls to them from overseas (I am currenty outside of India) falled on deaf ears as well.

6) I want to register a complaint against ICICI bank credit card department for mis-use of their authority and for charging my account incorrectly against visa laws.

I have the necessary proof to prove my case and will really appreciate the concerned authority to take my complaint and deal with them.
