No refund for 10 months

I had booked a ticket thru IRCTC in AC chair car from Surat to BCT for 01-04. The AC coach was not joined and instead simple SL coach was attached. I have submitted application for refund (due to change in coach) alongwith TTE's CGR slip on 10th April 07. After numerous reminders and several visits to IRCTC's office in Mumbai, REFUND is still awaited. My PNR no. is 8310762544 and CGR no: A 670248
