Efund on ticket

Dear Sir,

I booked an I- ticket of AC 2T for my son from Allahabad Jn. to Guwahati (2506, N.E.EXP.Dated 18/10) having PNR NO.- 2151429357. On journey date it was known that reservation is in AC-3T in place of AC-2T.The passenger travelled in AC-3T and he was supplied a slip by T.T.E to get refund of difference amount but after reaching at Guwahati we could not get any refund due to non- supporting attitude of Railway employees.

The ticket was booked using credit card through IRCTC.You are requested to kindly let me know that how can we get the refund? Also kindly let me know that why these changes are made without any information on a confirm ticket?
