Very low speed in nic card

Our office buy bsnl nic card which is called bsnl dongle and as per bsnl this is 230kbps speed but it never happen on net and it was very low spped in internet in my city kapadwanj i think it would be the fault at bsnl but they never try to solve the problenm in this filed think that no one is going against us because they already bought our card and we gets money from him is there any one who say to this to speed up how the nic card
