Purchasing of paddy crop on the less rate than minimum support price

i want to inform you that in this mandi paddy crop is purchased on the less rate than the minimum support price that is confirmed by the government in september.

Normally here paddy is purchased on the rate of 700 per quintal while minimum support price of paddy is 950.This ambiguity is worrysome for all the farmers.
