Non-return of payment after cancellation of orde

I had placed an order online with this company on 10 Oct for next day delivery, which cost me Rs.850. I had paid through paysignet and the amount was immediately debited from my account. The next day, I did not receive the order, and no information either about the same. Hence, I logged in a complaint at their customer care link on the site, and also cancelled the order, asking for the refund of my money. The concerned person just kept on saying that he has not authorized the payment, hence he cannot return the same. I confirmed from my bank and told him that the amount has been successfully debited from my account, hence he must have received it in his account. Also, since the transaction was done directly from my account to his, there was no question of authorization. Yet, this person did not recredit the amount to my account, inspite of repetaed reminders. And now, when I told him that I am going to take legal action him, he has even stopped responding to my e-mails.
