Did no receive my final year marksheet, Unprofessional behaviour of the individual dealt with at NIAM

Hi, my name is Sandeep Gill and i'm (was) a student of NIAM (pursued BBA through distance education, Madurai Kamaraj University) from 2006 and completed my BBA in 2009. I waited for my mark sheet till November when my results were announced in September. I got my course completion certificate (i was asked to pay Rs.200/- for that) in October end but, did not get the marksheet. Individual at NIAM said that i'll get my mark sheet after 10 days, which i did not get, since then i have been following up for the same and nothing has been done till today (26th November). It is the responsibility of our center (NIAM) to make sure that we receive all the documents on time, which has obviously not happened in last three years as this is the second time it has happened in last three years (consecutively for last 2 years though). This time its a little urgent for me as i need it for my admission to an International university and i do not have much time left for it. Today (26th November) when i called NIAM and spoke with Ms. Rehana, after 3-4 conversations she said quite boldly "It can not be done on urgent basis as the people at university do not listen at all. Even if you go to university (Madurai) directly, u would not be able to get the marksheet. You can go to court if you want to but, it can not be done on urgent basis".

Now my concern is, firstly, instead of taking any actions upfront they expect us to do correpondence with the university which is very difficult as they (people at university) ask us to contact the centre i.e NIAM and we are treated like a PING PONG ball between the centre and the university.

Secondly, Instead of listening to us and helping us in difficult situations, they are talking about complaining to consumer court (Ms. Rehana) as if they do not care what we are going through and what actions does the court takes.

Is there is any law in our country which can help me get out of this situation as i have tried all possible ways:

1. Called up Madurai Kamaraj university on atleast 50 ocassions

2. emailed more than thrice

3. complained at core.nice.in

4. faxed the letter across

5. couriered the letter to the additional controller of examinations

to get the results but, all went in vain.

Please help.
