No refund of Token Amount

I booked a flat with Neptune builders Bhandup in Mumbai on 11th July and paid a token amount of Rs. 51000/- (Rupees fifty one thousand only). Later on due to some constraints, I need to cancel the booking. But the builder representative told me that he will not refund the amount but instead I have to search for the buyer of my flat myself. In that condition, he will transfer my booking to the buyer's name and I can get my token amount back. But when a buyer went to his office after discussing with me and was interested in buying my flat, the builder told him that I have no right to sell the flat. He simply want to swallow my token amount.
