Builder not allowing Resale transfer of the Apartments

I bought Niho Scottish Castle builder floow in 2004 & got the psoosession of the same in 2005.

Now I want move to another city & require sell my builder floor.

The builder has threatened that he will not allow the sale transfer of my builder floor. i have paid the builder in full in 2004 & he has no reason to dictyate terms on the transfer.

In my sale deed it is mention that he will allow the sale transfer by charging Rs 100 per sq feet & he will first transgfer for free.

I feel trapped & requested the Deepak Kapil of Niho to allow the sale transfer of my builder floor.but he always threatens me with dire consequences.

How can get this resolved...?
