Can lost mobile be trackked n retrieved by IMEI No

Hello sir,

On December 2, I lost my mobile in Bangalore, near Tin Factory bus stop while trying to board on bus. Then after some days i blocked that sim and got another sim card. But recently i came to know that the mobiles can also be tracked by IMEI no and theives can be can be caught. Sir I do have my mobile's

IMEI no and original papers. Can i get my lost mobile?
