Not given a service of consumer satisfaction

I have purchesed a Nokia 3230 phone in 28 july .phone is not working in 13/1.i have given for repayring in nokia service center .but it not repayer or not replaced till now.

i have given a coutr notice of nokia head office.

but it not repalying now. what to do next..?
