Delaying in repair of the phone within the warrant period

I gave my phone to the nokia care center on 17th June and since then they just ask me to wait for 15 days every time i contact them. i even registered a complaint in nokia head office in Bangalore and till date i haven't received my phone. every time i have to call them for the updates. they are not even bothered to update me about the repair status.
