Delay in transfe

I had purchase NSC from Bhabanagar Himachal pin 172115. I had requested to transfer my nsc no 2J EE 608370 & 608371. It has matured on 17/02. I had given writen application before its maturity to Bhatwari-249135 Uttaranchal. but there is no action yet. I am in urgent need of money.
