Delay for police verification

Sir,

i would like to draw attention for my delaying of passport. no-guw-a-017339 which i applied in 2008.but few months ago.i enquired to the police station and i came to know that its not me only, but lot of forms which were there in the police station which kept unnoticed and were not informed by the police station to the people.
