No proper guidence

I have visited to passport office at Hyderabad to get some information but there is no helpdesk to guide us, help line phones always it will ring but no one will pick up the phone some times its in engage mode. the way we are entering to the passport office all agents are coming in a group they are asking us what u required give some money we are having links with passport officers we will do all kind of passport works, please kindly steam line the helpdesk process to get the better information to the applicant’s.
