Delay in Passport Despatch

Sir/Madam,

I made a Passport Application for my daughter on 14-08. I am yet to receive the Passport. The Status Page shows that "Passport has been granted and is expected to be despatched by 27-10. Subject to all documents being in order." What is the reason for the delay? Kindly do the needful.
