Pasvak is Pendu Sikhia Vikas Committee (Rural Education Development Committee) under Sarva Shiksha Abhiyan. The Centre and state Govt. disburse lakhs of rupees for the development projects. But the committee members hotch-potch the amount. The representations made to the authorities have nothing to do. In the committee's exenditure account the Govt has prescribed the limit to pay in cash not more than Rs. 500/- but the committee members disbursed the payment in cash amounting to Rs. 52, 500/- in cash but there is no one to check the menace.
I reported the matter to the higher authorities as the expenditures made in the school account books, the data collected vide RTI. The school management has paid Rs. 1, 000/- for a trolley of Mitti but shown in the record sand trolley. The consumption shown is more than 10 trolleys. There is a wide gap in expenditures and the authorities are mum and not giving ear to the reasons of spending lakhs in connivance with School Principal who is Secretary to the PASVAK committee as per law. The chairman and the Secretary submitted hundreds of fake documents of meetings those have never been held. They withdrawn the amount of lakhs for the development and Mid day meal which has not been provided to the children of Govt. Elementary School, Bhabiana.
The Village dignataries 53 in number have signed the application to terminate the committee and make inquiry regarding the expenditure made but no one is there to listen to the pleadings.
The committee has been formed without the consent of the members inclueded. The writtten reply the DEO has sent if the particular person if does not want to become the member then DEO Elementary can provide any other member. The committe consists of the members of two persons one Chairman and other is Secretary (The Principal of the School) all other members are fictitious.
The amount in lakhs are being hotch-potched but there is no one to look in to the matter.

This fact ocme to light after getting the Information under RTI Act regarding the misutilization of funds, fictitious meetings of PASVAK committee members.
Sir, for the sake of students at large the Honourable Governor of Punjab, Hon'ble Chief Minister of Punjab, Hon'ble Education Minister Punjab mak take suo motto cognizance of this fact and immediately order Govt. Elementary School Bhabiana for the termination of PASVAK committee who spent lakhs in connivance with Secretary (Principal, Govt. Elemenatray School) without the rules and regulations framed by the State and Central Govt.
We hope the Honourable concerned officials of Punjab who are monitoring the system may take suo motto congnizance of the fact and immediately order Govt. Elementary School Principal and Managing committe for the termination of Proposed Pasvak committe.
We the residents of Bhabaiana request to the Honourable Punjab & Haryana Court to Suo Motto cognizance of this letter and consider it PIL.
The following memebers raised the issue of termination of PASVAK committee but for the reasons best known to authorities the request was snubbed down but Thank God to the courage of the Principal and the Chairman of the committe who gave in writing the attached note sheets which are self explanatory and having sufficient proof for the termiantion of PASVAK committee on whose charge the expenditures have been misappropriated.
The Academic Council has no jurisdicton to consder any matter regarding Govt. Elementary School Bhabiana and until the ordinances of Govt. Elementary School are approved by Hon'ble concerned officaials and neither it is established under Pasvak Rules and regulations Despatch no. 936, First statutes and its proceedings are not duly passed by its members and the concerned faculty.
The Hon'ble Chairman has also officially stated in the Minutes of the Finance Committe Meeting dated NIL Resolution Book Page Number 64 without any signatary. Resouluton No. 66 without date and signature, Resoultion Page no. 67 dated nil Amount to Rs. 8, 000/-. Resolution No. 67 Page 67 dt. 30/7/08 without signataries, Resolution No. 68 dated 4/8/08 fictitious resolution never attended by Village Sarpanch. In Pasvak body Mrs. Jaswinder Kaur is neither Teacher nor parents of schoo, Mr. Tarsem Singh is not Ex- Serviceman (All fictitious entries), Resolution Book Page no. 72, dated 6/12 Mrs. Jagdish Kaur was added without intimation or approval from her. On TRIE query raised by Mr. Shamsher Singh how the resolution was passed and approved that Rs. 1, 65, 000/- in the shape of grant has been approved in the absence of completion of PASVAK Committee. Kindly clarify.
Hon'ble Chairman kindly be clarified that without completion of the PASVAK Committe as per the rules and regulations framed by State and Central Government how the committe had been running and spending the funds disbursed by State and Central Govt. As both Chairman and the Secretary (Principal of School) are the authorities responsible for the utilization of funds.
On Page No. 72 dated 6/12 The Secretary has given self contadictory statement marked in Resolution book Page no. 72 Principal admits that the standard of education is going down day by day in school.
Despatch No. 936 dated 28/9 without the formation of the committed how the selection of Hon'ble Chairman Mr. Paramjit Singh PTA (Neither Parents nor Teacher) has been appointed. Mrs. Jaswinder Kaur is neither Parents nor Teacher. On what criteria Mrs. Gurbax Kaur had been appointed member and what is her contribution to school. Mr. Tarsem Singh is not Ex Serviceman.
PASVAK COMMITTE SHOULD BE QUESTIONED:
1. For development of School and to improve the standard of education what steps the committe has been taken.
2. Why not the Committe has informed the residents of village about the development projects.
3. Why not the Village residents have been informed about the construction projects and informations regarding administration.
4. Why not the village persons had been informed regarding construction projects, whereas the persons signed hereunder were willing to do the construction job without getting any remuneration for the develpment of the village school.
5. Why not the going on construction job had been done in the supervision of the village persons and report had been made.
6. The copy of Progress report kindly be furnished prepared by the Pasvak Committe.
7. What problems have been solved by Pasvak Committee.
8. Why not the development's prgress report be funished to the concerned departments time to time.
9. How many students have been admitted in the school with the efffors of the concerned Pasvak Committe.
10. How many children doing labour jobs have been admitted in the school.
Information from Principal and Chairman:
What steps have been taken for the development of school building.
What steps have been taken for the students sitting arrangement like furniture's purchase and repair.
What steps have been taken for sanitation.
Steps for playground development.
Steps for the development of library, for metal development of students newspapers, periodicals arrangement.
For the education of students what steps the Pasvak Committe took for avoiding the loss to the studies of the students during election days. The school had been without any teaching staff and there was no body to take the classes of the students what steps the PASVAK committe took to educate the students and smooth running of classes.
How much needy students have been financially aided by Pasvak committe members.
What steps have been taken for development of sports in the school.
What steps have been taken to operate educational tour by Pasvak Committe.
What steps have been taken to provide First Aid and medicines to students.
What steps have been taken for the development of SC students, physically handicapped students.
Kindly furnish the list prepared by the Pasvak committe that such and such children are getting education and those are not.
What steps have been taken to take care the grants received by School and maintenance of account books.
What Steps have been taken for very poor children, SC children, girl children to encourage them to join school.
For the use of grants by Pasvak:
For development projects, the payment for the amount more than Rs. 500/- can be made only by Cheque duly signed by Chairman and School head. The details of cheques issued by the signatures of both of the signataries kindly be furnished.
The self attested copy of resolutions passed for the approval of the project.
How much donors have been contacted by Pasvak committe and the donations received by the said committe from April up to date.
The self attested copies certified that the grants have been utilised according the rules framed by the Centre and state Government.
The details of Grants received and how much has been utilized is cumbersome. Kindly furnish the full fledged details.
Regarding Local Development Committe:
The committe is running without full quorum.
The wages had not been fixed in the committe.
The accounts are fictitious and vague.
Audit report has not been furnished.
No display board had been displayed.
No inspection book has been maintained.
No meeting has been held by Pasvak member as per rules framed.
No gram sabha meeting has been organized. No report has been furnished.
No annual report has been furnished.
Therefore all the ordinanes of the committee should have been approved by the concerned DEO. Then only the body is competent to consider any ordinances/Rules etc. This procedure has not been followed in the present case.
The Official record declares that the PASVak committee has been established by GOVERNMENT ORDER (GO) but having no Number and date of order, but the fact is the referred GO has not been issued and even there is NO GOVERNMENT CLARIFICATION of any authority's letter and no body certified that the posts as mentioned in PASVAK committee is related with PASVAK committe Govt. Elementary School, Bhabiana. In the absence of above mentioned documents and without issuance of any certificate the total procedure is nullified and has not G.O.
It is pertinent to point that due to the deficiency of above referred points and its clarification no satisfactory reply has been received.
In fact in School there cannot be any separate rules and with special provisions. In this context the resolutions passed are null and void and the accounts maintained by the school administration should be properly investigated.
Appeal to authorities:
Kindly verify the system of running of Pasvak committee
Normal.
Self Supporting.
NRI/NRI supported.
Whereas these norms are no where followed in the Govt. Elementary School, Bhabiana.
.Even the Management did not bother to take the prior MANDATORY Permission of State Goverment and Central Govt as stipulated in SARV SIKHIA ABHIYAN POLICIES.
