Work without bill and improper filling

While filling petrol at Shreeda Enterprise (SHELL) pump, the filling man use improper method at 2:32pm on dt.10-4. On demand of complaint book, the staff try to show muscle power. Then they said that the manager was not present. I can use only feed back form instead of complaint book. They didn't provide bill with serial number and taught me that the TIN number is the bill number. When I asked that the pump follows govt.rules or company's rule. They replied that they will not follow the Govt. rule because they were doing BUSINESS.
